The following are the criteria determined by the World Rugby Council against which Citing Commissioners nominated by Unions and Associations will be considered:
Criteria for Citing Commissioners
1. World Rugby Citing Commissioners shall:
a. have in-depth recent knowledge of the laws and skills of the game and appropriate recent rugby experience preferably as a player, referee or coach;
b. not be an office holder or employee of an affiliated union to ensure independence in the role;
c. have demonstrable and proven experience at adult men’s/women’s international level (e.g. Rugby World Cups, Six Nations, Rugby Championship, Regional Competitions), professional club level (e.g. Super Rugby, EPCR, Premiership, Top 14, Pro14, NPC, Currie Cup etc), or World Rugby tournaments (Under 20, Nations Cup, HSBC 7s, etc.) in the past two years;
d. have attended and successfully completed a World Rugby citing workshop in the past two years or be scheduled to attend one in the next 12 months (and attend and pass);
e. be prepared to discharge their duties either remotely via broadcast or other media, on stand-by to review referrals, or in person at the matches; and
f. have competency in written and spoken English. Fluency in another/other World Rugby language(s) would be an advantage.
2. World Rugby Citing Commissioners shall demonstrate the following key skills:
e. Inspire respect and confidence.
f. Maintain authority when challenged.
g. Work at speed and under pressure.
h. Organise time efficiently and produce clear reasoned citings/warnings expeditiously.
i. Engage in training and feedback to retain up-to-date knowledge of the game and foul play issues.
j. Engage positively with all citing and judicial colleagues and World Rugby Discipline employees and volunteers.
k. Work collaboratively with other citing colleagues to ensure consistency of decisions.
l. Competently use technology including conferencing, video sharing platforms and mobile devices.
Citing Commissioners are required to notify the World Rugby Citing Commissioner Manager immediately in the event that they have been or are the subject of an investigation and/or disciplinary process and/or sanction by a professional or industry body, government or other authority, Club, Rugby Body, Union or Association. In such case the Citing Commissioner Manager shall refer the matter to the World Rugby Council.
